Individuals and interactions over processes and tools
Working software over comprehensive documentation
Customer collaboration over contract negotiation
Responding to change over following a plan

That is, while there is value in the items on the right, we value the items on the left more.

I ran a project 2 years ago where I was delivering new code and functionality every week. The team took a back log of over 300 "user stories" and in 10 months we were down to 15.
